The functions and tasks of Department for Employment Analysis and Labour Market Regulation

Main functions and tasks of Department for Employment Analysis and Labour Market Regulation are:
Implementing an effective policy on the formation of labour market, employment growth through the widespread introduction of new forms of employment, taking into account demographic trends, perspective directions of development of industries and structural transformations of the economy;
Development and submission of proposals for further improvement of legislation in the field of labour, employment and social protection of the population in the light of changing requirements related to demographic changes and professional training;
Coordination of measures to provide the unemployed population with high quality services on retraining and job placement;
Strict control of compliance with the requirements of the legislation in the field of labour and employment, development of measures to improve labour relations.
In accordance with the assigned tasks the Department for Employment Analysis and Labour Market Regulation carries out the following functions:
Jointly with the Ministry of Economics and the State Committee for Statistics forecasts demographic development of the country and territories, develops the forecast balances of labour resources with complex rationale effective measures to promote employment;
Organizes monitoring of the labour market in order to ensure the most complete and objective assessment of the level and structure of the population employment, identifying persons in need of employment;
Coordinates the study of the size and structure of the labour force in the Republic and certain administrative-territorial units, develops proposals for its improvement;
Coordinates the organization and monitors accounting for the unemployed population;
Holds jointly with concerned ministries and departments the study on employment of graduates of specialized secondary, vocational and higher education institutions and on the basis of their results is developing proposals to improve the areas of training of skilled workers and specialists in educational institutions;
Coordinates and monitors the employment of the population, including the youth, redundant employees, people exempted from punishment in connection with the amnesty, who have completed the military service and other categories of the population;
Organizes the formation and analysis of information about vacancies;
Coordinates the organization and monitors accounting of individuals engaged in growing cattle on farms;
In conjunction with research institutes carries out sociological research to identify professional preferences and labour orientation of young people and the unemployed population;
Provides technical and practical assistance to local public authorities in the development of territorial employment programmes and job creation;
Prepares proposals to stimulate and support the development of self-employment population;
Assists in expanding home-based work on the basis of cooperation between the public and economic administration bodies, local authorities and organizations, as well as in the creation of jobs in the service sector;
Ensures the improvement of the functioning of the labour market infrastructure and job centers;
Coordinates and monitors the organization of paid public works for the unemployed population;
Coordinates and monitors the training, retraining and professional development of the unemployed population;
Coordinates and monitors a quota of jobs for the disabled persons and their employment in non-governmental and other organizations;
Assists in the creation of specialized enterprises for employment of disabled persons and the development of these enterprises, as well as in the development of home-based work, workmanship activities, family entrepreneurship and other forms of self-employment.
